Future Tokyo is threatened by crimes perpetrated by criminal elements in control of Labors, all-purpose humanoid machines built to perform physical work. The new Special Vehicles, Section 2 unit of the Tokyo Police finds itself facing terrorists without the aid of their newly-modified Labors and investigating potentially criminal behavior around Tokyo Bay. These episodes find Section 2 with some rare down time and although personal problems have some of the group down, they find that having control of a large robot that can fix nearly anything makes up for quite a bit.
